Looks like an organ. Or an elaborate doorway. Or even some strange carriage construction.
It's an elevator in fact. An elevator design from 1890 to be precise. Unfortunately never built. But one thing is certain, Parisian creators knew how to make the useful look majestical, even if they had to refer themselves to rocaille and rococo to fit in with the trend.
