At first, this seems like a regular boring row of parked bikes in front of St. Lazare station...

    Perhaps for one of the numerous French candid camera shows? Or it could always be someone's new art exhibition (re-purposed scooters at train stations around Paris with documentation)...?
    I like the garbage can theory, I'll have to check it out the next time I'm in town if it's still there....
