In the 'before' shot, the 1948 temporary headquarters for the United Nations are visible around the fountain esplanade. It is here that the UN General Assembly adopted the Universal Declaration of Human Rights on December 10, 1948.

    I am Cedric, discoverer of things that would go unnoticed in the streets of Paris, historic haven of fashionistas and city of lights ('lights' as in 'enlightenment', not street lights).
